Lee Hibbard works in the Bioethics Unit of the Council of Europe, based in Strasbourg, which is an inter-governmental organisation composed of 47 member states delaing with human rights, the rule of law and democracy.
He is currently responsible for developing guidelines on public debate in the biomedical field. He is also assisting in the development of the Council of Europe’s Strategic Action Plan on Bioethics 2020-2025.
Lee was until recently the Internet governance coordinator at the Council of Europe. He liaises with governments and other stakeholders, including ICANN, the private sector and IGOs in various international forums and is currently responsible for the Council of Europe Internet Governance Strategy 2016-2019. In particular, he is setting up of a platform for major Internet companies and governments on respect for human rights and the rule of law online.
