Anne-Greet Keizer is Senior Research Fellow and International Liaison at the Netherlands Scientific Council for Government Policy. In addition, she is currently the secretary of the European Science Advisors Forum (ESAF). She acted recently as the project coordinator and author of an advise on how the Dutch Government should have a more realistic perspective on the mental capacities of citizens. The report argues that to be self-reliant people not only need cognitive capacities, but also non-cognitive capacities. The traditional assumption of policy makers is that people who have the right knowledge will automatically do the right thing. However, knowing does not always lead to doing. The report contains recommendations on how a more realistic approach of the government can improve the self-reliance of citizens.
