Ian Vollbracht is a researcher at the European Commission's Joint Research Centre (JRC) and Deputy Head of a department comprising the Competence Centres for Composite Indicators (COIN), Micro-economic Evaluation (CC-ME) and Modelling (CC-MOD).
Since early 2017 Ian has also led a research project on “Social Media Targeting and the Future of Democracy”. He put together an inter-disciplinary team across the JRC, EU institutions, academic researchers, journalism and social media marketing that shed light on the novel (political) marketing techniques that have been widely used – and sometimes abused – in recent high-profile political campaigns.
The research was summarised in Ian’s recent TEDx talk - https://www.youtube.com/watch?v=DfJ1m8Q_0j8 - and was an important input for the Commission’s Communication on Disinformation, notably as regards paid political advertising on social media.
Ian is an economist with French and British nationality. He has worked as an official in the EU institutions since 2000. Prior to joining the JRC, he was in DG ECFIN and DG TRADE and was a member of the Cabinet of Commissioner Cecilia Malmström from 2010 – 2014. He has also worked in the European Parliament (Committee on Budgets) and chaired the Trade Policy Committee in the Council of Ministers.
