Richard Elelman studied Politics in the UK before living in France, Spain, Portugal, the Middle East, Sudan and India. A former teacher, journalist, actor and director, he became the first foreign deputy mayor in Catalonia in 2007.
As Head of Public Administration Projects at EURECAT- CTM Richard Elelman is a political analyst who has specialised in Environmental and Scientific Policy and the links between Public Administrations, the world of Research and Development and Citizen Engagement. As Director General of the Network for Water in European Regions and Cities - NETWERC H2O, he coordinates and supervises the activities of the international association which he created. He has been the Coordinator of the Horizon 2020 BlueSCities project, a WP leader of the HORIZON 2020 project: POWER and is preparing the launch of the political mechanism, CONCENSUS.
Richard Elelman is the creator of the Dubrovnik Declaration of Intent and co-editor of the European Commission’s Urban Water Atlas for Europe (2017). In 2017 he became a member of the Board of Directors of the WssTP.
He has received several awards including the CILMA Award 2010 for creating the first electric bus line in Spain, the Medal of Excellence, Saint Petersburg, Florida, 2011 and the Premi John Shields, 22@Network, 2011.
